Prof. Xiaxin Tao, Harbin Institute of Technology
Xiaxin Tao is a Doctor of Engineering and Professor at Harbin Institute of Technology. As one of the leader in the engineering seismic discipline, he successively served as the director of the Engineering Seismological Research Office of the Institute of Engineering Mechanics, China Earthquake Administration, the deputy dean of the School of Civil Engineering, and the director of the School of Civil Engineering, Harbin Institute of Technology. He has presided over more than 20 national scientific research projects including key and general projects of the National Natural Science Foundation of China, National International Scientific and Technological Cooperation Projects, National Social Welfare research special projects, and responsible for China-Japan, China-US, China-Russia and China-Japan-Korea international cooperation projects. He has undertaken dozens of major projects concerning seismic safety evaluation. He serves as the chairman of international academic conferences for many times, and concurrently serves as the editorial board of 4 Chinese science and technology journals and 2 English science and technology journals. He has won two first prizes and five second prizes (including natural science prizes) for provincial and ministerial scientific and technological progress, published two monographs (co-authors) and nearly 400 papers both at home and abroad, including more than 200 English papers. In 1993, he was awarded a special government allowance by the State Council.

Libo Meng, PhD / Researcher, graduated from Tsinghua University in 2006, He has been titled with the Leader of Chongqing Talent Innovation and Entrepreneurship Demonstration Team, General Manager of Chongqing WuKang Technology Co., Ltd., Director of Engineering Research Center for Intelligent Monitoring of Bridge & Structure, and Director of Dynamic Testing Professional Committee of China Vibration Engineering Society. He has been engaged in the research and application of structural monitoring technology for a long time. He took the lead in undertaking the national key R & D program "Research and Demonstration of Key Technical Standards for State Assessment of Intelligent Bridge Structures". The "China Merchants Transportation Research Bridge Cloud" system, which led by Meng with the research and development, has been applied to more than 150 bridges, including the Hong Kong-Zhuhai-Macao Bridge, E’dong Yangtze River Bridge and Zengjiayan Jialing River Bridge. This system has been successfully functioned as warning for many times and ensured the safety of the bridge structure.

Said Easa 教授/院士，加拿大瑞尔森大学
Professor Said Easa is currently Professor of Civil Engineering, Ryerson University, Canada. He received his B.Sc. degree from Cairo University (Egypt) in 1972, M.Eng. degree from McMaster University (Canada) in 1976, and Ph.D. degree from University of California at Berkeley (U.S.) in 1982. He has served as Director of Quality Assurance of the Faculty of Engineering at Ryerson University (2010-2013), where he introduced the new accreditation system for graduate attributes. Prior to joining Ryerson University in 2000, he had taught at Lakehead University, Canada (1982-2000). Dr. Easa is Fellow of Canadian Academy of Engineering, Engineering Institute of Canada, and Canadian Society for Civil Engineering (CSCE). His research interests cover broad transportation areas, including planning, design, operation, and management. In particular, he has introduced novel approaches for safer and more efficient transportation infrastructure, including highway alignments, railway crossings, interchanges, intersections, and roundabouts. In addition, he has conducted multidisciplinary research in such areas as intelligent transportation systems, autonomous and connected vehicles, human factors, and geomatics engineering.
Dr. Easa published nearly 340 refereed journal articles and was editor of a bestselling book on Urban Planning and Development Applications of GIS, published by American Society of Civil Engineers (ASCE). He served as President of Online Network Enabled ITS Research Society (ONE-ITS) (2015-2017). He is Associate Editor of Journal of Transportation Engineering, Journal of Surveying Engineering, and Canadian Journal of Civil Engineering. He was leader of a national delegation to China, judge for annual Canadian Consulting Engineering awards, and member of national grant selection committees. He organized and chaired eight national and international conferences, sponsored by ASCE, CSCE, and IAAM. He has received numerous lifetime achievement awards and honors from Canadian, U.S., and other organizations, including Frank M. Masters Transportation Engineering Award from ASCE (2001), Sandford Fleming Award from CSCE (2003), Arthur M. Wellington Prize from ASCE (2005), Award of Academic Merit from Transportation Association of Canada (2010), and IAAM Medal from the International Association for Advanced Materials (2018).

Hao Ding, PhD, Researcher, President of China Merchants Transportation Research Tunnel Institute, Director of National Engineering Laboratory of Highway Tunnel, has been engaged in highway and road tunnel technology for a long time. He presided over high-level scientific and technological projects such as national research and development projects and many of the most classical tunnel designs in China. Dr. Teik-Hua, Law is Associate Professor at the Civil Engineering Department, Universiti Putra Malaysia and serves as the Head of the Road Safety Research Center. He received his Ph.D. in Road Safety from the Center for Transport Studies at the Imperial College of London. He has 20 years experience in road safety research and specialization areas are road crash data and road users’ behavior analysis. He has working on multiple national and international research projects that addresses road users’ behavior and road safety issues. Dr. Law has several influential papers published in the top transportation journals. He is also a frequent presenter at national and international conferences.

Jianhui Xu, D.E., Senior Engineer, serving as the Assistant Director of Technology Development Center of Chongqing Zhi Xiang Paving Technology and Engineering Co., Ltd., and he has been engaged in the research on paving materials and structures of highway bridges for a long time. He has rich experience in R & D for functional color pavement, pavement prevention and maintenance, waterproof adhesive coating and other products. He is also Vice president of Building Electrical and Intelligence Sub-committee of Intelligent Building, Load and Customer System Technical Committee (China Region). Yang has complied six standards, and written two Chinese monographs, one English monograph and one textbook. He serves as the Leader of Domestic Expert Group in International Group in IEC / SEG9, Editorial Board of ESCI Source International Journal, the first Guest Editor of Symmetry Special Symmetry in Structural Health Monitoring (SCI:2.713). He has presided over four national projects and three provincial projects, and won the first prize of scientific and technological progress of the Architectural Society of China, the second prize of Golden Bridge Award of Technology Market Association of China and the second prize of technological progress in electric power construction of China Electric Power Construction Association.
